The Return of the General is an essay about the process and context of the ascension of Otto Perez Molina to power in Guatemala. A former general and head of intelligence in the Guatemalan military who oversaw some of the most violent areas during the civil war, he was elected president with a solid majority in a second round of voting on November 6, 2011. He won the election in a climate of serious insecurity and nation-wide frustration with violence and crime. His rise to power, as the first military leader to head the country since the end of the war 15 years ago, marks a repudiation of the Peace Accords and a shift towards authoritarian rule that many human rights activists worry will be a disaster for justice in Guatemala.
